Ferguson Twp. Police form cold case team, ask for public's help

Ferguson Township police are asking for the public’s help in solving a nearly 3-year-old homicide.

Police said for the first time in the department’s history, they’ve dedicated a cold case team to investigate three unsolved cases, including the homicide of Jean Tuggy.

Tuggy was found in her home on Irion Street shot in the face with no sign of a struggle or break-in Jan. 20, 2016, according to police.

They said they’re bringing fresh eyes to the cases, and that’s why they’re asking for help from anyone with information.

Police said two detectives, Joshua Martin and Caleb Clouse, started looking at Tuggy’s case about three months ago.

This included more than 700 pages of reports.

“Any knowledge about the victim in this case and any information could be helpful,” Clouse said. “We’re asking the public not to assume that we have all of the information we need.”

They said any resident of Pine Grove Mills who may have a hunch is encouraged to call police.

Police said they want to talk to the people who live there or lived there at the time and may not have had the chance to share their information with police.

"There are many people we would like to talk to,” Clouse said. “The public typically is a huge help in unsolved cases.”

Police said they’re also investigating the disappearances of Jennifer Cahill Shadle and Cindy Song.
